The 20130523 beta release (ircddbgateway)

This is not a major upgrade, just a matter of releasing what I have as nothing
much has happened for some days, twenty in fact. The changes are:
1. Allow for a gateways IP address override file. This was touched on by Hans,
it allows for the IP address of a gateway to be overridden and any IP address
reported by ircDDB to be ignored. This was specifically added for use with
HamNet and I'll leave Hans to deal with the details for people who are
interested. By default this feature isn't used and so doesn't affect most
gateways.
2. Stop the echoed audio from going out over reflector links. In a previous beta
release I stopped the original audio for an echo test from being sent over
reflectors, now the echoed audio is blocked too. I could claim that the previous
behaviour was by design, but in fact it was a cock-up.
3. Updated XRF008s, REF035s, REF042s, and REF053s IP addresses.
4. Added XRF727 and REF060.
Note that for addresses, I take the addresses returned by opendstar.org (!!) as
being authoritative, and the addresses returned by dns.xreflector.net as being
authoritative for DCS and DExtra. Since DExtra doesn't have any centralised
registration system (not to mention divergent protocols) it's hard to know what
to do for DExtra.

Hi Folks
Just a small update this time, although item (1) is pretty major for people
playing with the new D-Star Repeater.
1. Fixed GMSK Modem bug in the D-Star Repeater. The GMSK Modem option in the
D-Star Repeater is now fixed and works reliably with my GMSK Modem. However
please note that the GMSK Modems use a broken USB protocol and may or may not
work reliably with your PC hardware.
2. Updated XRF008s IP addresses.
3. Added XRF727.
